Petasure and the Fightback Against Dog Theft Gangs

Dog theft isn’t just continuing – it’s evolving. And the tactics being used are growing more calculating, more brazen, and more businesslike.

In our last article, The Truths Behind Dog Theft, we examined the disturbing scale of this growing crime. Since 2019, thefts have surged by over 250 per cent, and yet the chance of being reunited with a stolen pet has never been lower. But the picture is becoming clearer: this is no longer just the work of opportunists. It is organised, structured, and in many cases, outsourced.

The Rise of Theft-to-Order Gangs

Petasure’s data and case reviews suggest that we’re now seeing the emergence of what could be described as ‘dog theft cells’ or small teams working to a business model. In some cases, one member takes an order for a particular breed. Another member then scouts and seizes a dog matching the description. A third handles the removal or circumvention of the microchip or facilitates a swift handover to an unsuspecting buyer. The entire process may take no more than 48 hours.

This kind of system reduces the thieves’ risk of detection and allows them to profit quickly. It also means that stolen pets can vanish without trace long before their owner even knows who to turn to.

A New Trend: Ransom, Not Resale

Alongside the more traditional theft-to-sell model, we’re now seeing an increase in dognapping for reward. In these cases, pets are taken not to be sold, but to be returned – for a price.

The thieves monitor their victims online. Once the owner posts a missing pet notice or offers a cash reward, a call or anonymous message arrives. The dog will be returned, but only if money changes hands. These handovers often take place in neutral locations, and with no witnesses. There’s rarely any proof of theft, and little police follow-up.

For families caught in this trap, the emotional trauma is worsened by the feeling that they’ve been forced into a helpless, desperate transaction.

What Petasure Is Doing Differently

At Petasure, our mission has always been to reunite owners with their pets. But as dog theft becomes more structured, so too must our response. Recovery alone is no longer enough. We need to prevent thefts from happening in the first place, and that means making the business of dog theft unworkable.

We also offer a lifeline for owners who find themselves on the receiving end of a ransom demand. Police involvement in these cases is often inconsistent, and many victims are advised there’s little that can be done. Petasure offers a secure communication channel and a trusted third party to intervene early, flag suspicious contacts, and support any future evidence collection.

This gives victims options, without putting them at further risk.

Eliminating the Scammer’s Playground

A key part of our prevention strategy is tackling the scams that often follow a pet theft. Fraudsters regularly trawl social media looking for posters with personal contact details, then falsely claim to have found the missing pet.

To combat this, Petasure offers branded posters and tags that list our own contact details instead of the owner’s. All responses are routed through us, reducing exposure to fake leads or dangerous interactions. We’re proud to act as a protective filter during a highly vulnerable time.

Working with Breeders and Rescues

We’re also building partnerships with reputable breeders, shelters and animal charities. By encouraging early Petasure registration alongside microchipping, we’re making dogs traceable from the outset. We also carry out identity checks where needed – making it much harder for criminal breeders or fraudsters to operate unchecked.

Registered breeders and traceable puppies are far less appealing to gangs who rely on anonymity and speed.

No Borders for Pet Crime? Not Anymore

Looking ahead, we’re preparing for international expansion – because dog trafficking doesn’t stop at the Channel Tunnel. Petasure is exploring strategic collaborations with Border Force and Europol, with the aim of disrupting illegal export routes and raising standards across Europe.

Stolen dogs are often moved quickly, particularly in high-value cases. By building a continent-wide tracking and alert system, we aim to make it nearly impossible for these animals to be transported across borders undetected.

The Goal: Make Pet Theft Impossible to Monetise

The core principle behind our approach is this: if criminals can no longer sell or ransom stolen dogs, the incentive will disappear.

We believe prevention lies not only in better enforcement, but in smarter systems. It’s about removing the easy wins. Whether by exposing dodgy sellers, disrupting scams, or supporting victims, we’re working to make dog theft a high-risk, low-reward crime.

Every pet deserves protection. Every owner deserves peace of mind.
