New Rented Homes Bill Introducing Pet-Friendly Measures, Applauded by Dogs Trust as a “Gamechanger” for Dog Owners

In a significant move for responsible pet owners who rent, the UK’s leading canine welfare charity, Dogs Trust, has welcomed the announcement of new rights under the Renters (Reform) Bill.

The bill, unveiled by Michael Gove, Secretary of State for Levelling Up, Housing and Communities, aims to empower tenants by preventing landlords from unreasonably withholding consent when a pet is requested in their rented homes. With the establishment of a new Private Rented Sector Ombudsman, unfair decisions can be challenged.

Dogs Trust has long campaigned for enhanced rights for dog owners who rent, as a significant number of people have had to rehome their dogs due to issues with accommodation. Around one in ten individuals contacting Dogs Trust for rehoming cite problems finding suitable rental properties, compelling them to make the heartbreaking decision to part ways with their beloved pets.

Research conducted by Dogs Trust and Cats Protection has shed light on the current stance of landlords regarding pet allowance, indicating that 46% of landlords permit pets. However, the number of tenants who have found rental properties that allow dogs is much lower, standing at just 30%.

The same research reveals that in over a third of cases where cats or dogs were not permitted by private landlords, the decision was not based on individual circumstances but rather followed generic advice or a standard template.

Allowing pets in rental properties is not only beneficial for tenants; landlords can also enjoy advantages, such as increased tenant retention. According to Dogs Trust and Cats Protection’s research, 26% of tenants would opt to stay in a property for a longer duration if they were allowed to keep a pet.

Owen Sharp, Chief Executive of Dogs Trust, expressed his enthusiasm for the new measures, stating, “The new measures introduced today are a potential gamechanger for responsible dog owners who rent.” Dogs Trust has persistently campaigned on this issue, firmly believing that pet ownership should not be exclusive to homeowners but also accessible to private and social renters. Sharp notes that the lack of pet-friendly accommodation has led to countless desperate owners being forced to rehome their dogs. The Renters (Reform) Bill’s provisions offer hope that many more dogs can continue living with their loving families, benefiting both owners and the welfare of animals.
